About OSSAP-CFSE

The Office of the Senior Special Assistant to the President on Climate Finance & Stakeholder Engagement (OSSAP-CFSE), National Council on Climate Change (NCCC) was created by His Excellency, President Bola Ahmed Tinubu GCFR on 6th June 2024 to strengthen the implementation of the Climate Change Act 2021 and plays a critical role in mobilizing climate finance, coordinating multi-sectoral stakeholders, and ensuring Nigeria meets its climate commitments in alignment with national policies, the National Council on Climate Change (NCCC), and international climate finance mechanisms. The office handles all matters relating to climate finance and stakeholder/donor engagement within the NCCC.

The President approved the appointment of Mr. Ibrahim Abdullahi Shelleng as the Senior Special Assistant to the President on Climate Finance & Stakeholder Engagement. Mr. Shelleng is a distinguished financial services expert with extensive experience in business development, strategic relationship management, risk analysis, and project finance. With a career spanning investment appraisal, ESG advisory, and portfolio management, Ibrahim has played a pivotal role in strengthening financial ecosystems. His leadership experience extends across asset management, banking, and financial services, contributing to innovative financing solutions and sustainable economic development. Ibrahim is a Chartered Stockbroker (ACSI, CISI UK) and holds an MBA.
